if peter was leader why were 12 arguing?

An argument someone used i never heard before against papal authority was that if it is so clear in scripture (as it seems to be) that Peter was the leader of the twelve, why are they arguing among themselves as to who was greatest among them? If everyone knew it was Peter, why is there an argument here? is it because his authority had not been established yet with Jesus still around?

Ask yourself two questions
1 is there a difference between "Leader" and "Greatest" (Cassius Clay was not president)

2 When did this episode occur, before or after Peter was given the keys to the kingdom (appointed prime minister to the kingdom of god cf Isaiah 22:20)
