I know it is wrong to touch the tabernacle or the monstrance, but is it ok to touch the table holding the monstrance as I see some do?
can someone who is a communion minister open up the tabernacle and take communion if they feel a strong reason to?

I think this would be a matter of respect. If the intent was to commit sacriledge it certainly would not be OK.

Yes, if there is a valid reason, for example, if the minister is to take communion to the sick.

That is not a valid reason. Communion should be received during mass unless a person is sick, and if a person is too sick to come to mass, that person should be too sick to come to church to open the tabernacle.
It is permitted, however, to consume any remaining hosts after taking communion to the sick.
