Not necessarily. It would not be proper to genuflect before the crib unless it was in front of the Tabernacle (as it is in my parish church). Priests bow to the altar, the cross, the Book of the Gospels, and the Paschal Candle at different times and in different circumstances.
It is customary in my part of the country to kneel before the cradle in prayer, thanking God for the gift of his Son. However, this would not be appropriate during mass.
