In order to verify that Christ intended for the Papacy to be established from the beginning of the Church I heard a quote from Ignatius being used. Ignatius of Antioch is quoted as saying, "the see of Peter presides over the assembly of love", in reference to the Church. In what letter Of Ignatius would I find this?

The best I can find is that this is similar to a paraphrase found in Doing the Truth in Charity : Statements of Pope Paul VI, Popes John Paul I, John Paul II, and the Secretariat for Promoting Christian Unity which says on page 335 "Towards the year 110, St Ignatius of Antioch writing to the Church in Rome, greets it as one which presides over the assembly of love"
So for the original source I would suggest The Epistle of Ignatius to the Romans
