As a librarian (but not one who works with copyright stuff on a daily basis...) I think he's fine.  He didn't claim it as his own work, but labeled it prominently as Keane's.  He also left intact Keane's copyright symbol and statement and the Family Circus web address.  He also isn't making any money off of this site (I don't think!?!?!)

An occasional use with intact copyright information, etc., falls under "Fair Use" in my opinion.  For any source I cite regularly I have requested and received permission to use their material, and indicate such in the post (along with the source).

I am not an attorney so no one else should follow my practices, but to the best of my knowledge I am very careful about posting copyrighted material within the legal permissions.  Besides, Bill Keane is a great Catholic and I don't think he'd object to having his cartoon on our forum.

I don't mean to make too big a deal out of this, but when it's 6:15 and you're trying to cross a street on a clearly marked crosswalk and some big fat slob in his SUV refuses to get his phone out of his ear and obey the law by stopping, wellllllllllllll, them's cell phone's gotta go!

Cell phones...Bah...HUMBUG. Mine is always turned off. I use it only in emergencies or when my wife and I phone home. I use it for calling only.
These modern day ball and chains have people so rapped up with electronics they will glow in the dark when they are buried in the cold cold ground. Thank God, there are no cell phones in heaven. Only in Hell where they will ring incessantly with all the annoying jingles and jangles that drive us crazy.
Now that this dinosaur has said his piece, he'll sign off this contraption and get back to work....punching keys on his keyboard.

I have a family circus cartoon on my fridge with one of the kids asking, "Is God his first name or his last name?".  I love that the artist is not afraid to show that he at least knows that God exists.
